Joe Manchin has declared a State of Emergency and authorized the use of the National Guard to assist with snow removal and emergency assistance and operations. Locally, the weather situation isn't nearly as bad as in other parts of West Virginia, such as Beckely. No National Guard has been activated in the Northern Panhandle. Manchin said the state is doing everything possible to assist stranded motorists, clear roadways and to help utility crews restore power; however, snow continues to accumulate as the storm moves north through the state. The blizzard along the U.S. East Coast will mean more online holiday shopping, with express shippers benefiting most, a Maryland business school said. Last minute holiday shoppers will not find the deep discounts online that may be found at brick-and-mortar stores, Professor Peter Morici of the University of Maryland Robert H. Smith School of Business said in a release Sunday. The weather conditions have curtailed mall traffic, which means more online competition for fewer goods. As of 6 a.m. Saturday, following 3 counties are under Level 3 snow emergency and the counties are Jefferson County, Belmont County and Guernsey County while Monroe County is under Level 2 snow advisory. In Ohio, the county sheriffs’ offices use following three levels of emergencies for snow that are Level 1 for Snow Alert, Level 2 for Snow Advisory and Level 3 for Snow Emergency. Level 3 is used to represent serious condition in which people are not allowed to go out unless it is too important. All the roads tend to close and traveling seems impossible. Emergency crews urge people to go home and stay there with their family members. West Virginia who does not contain a snow emergency level system is under a state of emergency. The heavy snow toppled trees and sagged power lines, leaving more than 350,000 people without electricity in Maryland and neighbouring Virginia. Most flights were cancelled on Saturday at the Washington-Baltimore area's three main airports and at Philadelphia International Airport. Electricity was cut in many homes and offices in Washington DC - including Al Jazeera's broadcast centre - as power lines were knocked out by the powerful storm. Residents in the affected areas have taken to referring to the storm online as a "snowpocalypse" or "snowmageddon", including on social networking site Twitterand Flickr- a photo-sharing website. "The storm in Mexico and the storm in the US are actually part and parcel of the same storm," Steff Gaulter, Al Jazeera's meteorologist, said. It calls for yet another mega-snowstorm, a foot plus, maybe up to 20 inches, more than enough to make this the snowiest winter on record in Philadelphia. Philadelphia already has had an unprecedented two two-foot snowstorms this winter, and never before in records dating to 1884 have back-to-back whoppers hit within a few days. Three monster storms did affect the region within a week in January 1978, with seven inches of precipitation - the equivalent of six feet of snow - but only one of those was all snow.
